Claude Enterprise vs ChatGPT Enterprise: 2026 guide for UK CIOs
You have narrowed the enterprise AI decision to two platforms: Anthropic's Claude Enterprise and OpenAI's ChatGPT Enterprise. Both are mature, both meet the security bar for regulated UK businesses, and both change every month. This guide compares them on the questions a CIO has to answer to the board: where the data goes, how each fits a Microsoft 365 estate, what agents each can run, and how each is priced.
We are an Anthropic implementation specialist, so we have a view. We have kept the comparison factual and dated so you can check it. Everything below is correct as of September 2026.
The short answer
- Choose Claude Enterprise when the work is long, careful and document-heavy (contracts, policies, analysis, board papers), when you want one plan covering chat, Claude Cowork and Claude Code, and when you plan to build agents on Anthropic's platform.
- Choose ChatGPT Enterprise when UK storage at rest for the everyday app is a hard requirement, when image and video generation matter to your teams, or when your organisation has already standardised on OpenAI.
- Run both when different functions have different needs, with one governance model covering the two.
At a glance

| Identity and admin | SSO (SAML), SCIM, role-based access, audit logs, spend controls, IP allowlisting | SSO (SAML), SCIM, role-based access, audit logs, Enterprise Key Management |
| Compliance | SOC 2, ISO 27001, GDPR, a HIPAA-ready offering and a compliance API | SOC 2 Type II, ISO 27001, 27017, 27018 and 27701 |
| Training on your data | Not by default | Not on business data |
| UK data residency, everyday app | Not available: workspaces run in the US. UK and EU residency through Amazon Bedrock, Google Cloud or Microsoft Foundry | UK storage at rest; processing in the US or Europe |
| Microsoft 365 | Connector on every plan; since July 2026 it can send email, manage calendars, edit OneDrive and SharePoint files and send Teams messages | Connectors for SharePoint, OneDrive and Outlook |
| Pricing | Seat price plus usage at API rates, agreed with Anthropic sales | Custom per-seat agreement with OpenAI sales |
Security and UK data residency
Both vendors give you the controls a CIO expects: single sign-on, SCIM provisioning, role-based access, audit logs and a commitment not to train on your data by default. The difference that matters for UK buyers is where data is stored and where it is processed.
ChatGPT Enterprise
New Enterprise workspaces can store data at rest in the UK. Processing happens in the US or Europe, because OpenAI offers in-region inference in those two regions only. ChatGPT Business, the self-serve plan, has no residency option.
Claude Enterprise
Claude workspaces run in the US. For UK or EU residency, Anthropic serves Claude models through Amazon Bedrock, Google Cloud and Microsoft Foundry, where you choose the region. That route suits the agents and applications you build. It does not cover the Claude app your employees use day to day.
What to do with this
Settle residency before rollout, not after. Agree with your DPO which data classes each tool is allowed to process, and check the transfer terms in each vendor's data processing agreement against UK GDPR.
Fit with Microsoft 365
The old advice said Microsoft organisations should choose ChatGPT. That no longer holds. Anthropic's Microsoft 365 connector is available on every Claude plan, and since July 2026 it can act as well as read: sending email, managing calendar events, creating and updating files in OneDrive and SharePoint, and sending Teams messages. ChatGPT Enterprise connects to SharePoint, OneDrive and Outlook through its own connectors.
Two points for your Microsoft 365 administrators:
- Nobody in the tenant can use the connector until an Entra Global Administrator grants one-time consent. Separately, Microsoft offers Claude models inside Microsoft Copilot; in the UK and EU those are off by default until an administrator opts in.
- When Claude reads Microsoft 365 data through the connector, Anthropic processes it, so Microsoft's data residency commitments do not extend to that processing. Treat it like any other third-party app with Microsoft Graph permissions.

Agents and automation
In 2026 both platforms moved from answering questions to doing work.
- Claude Enterprise includes Claude Cowork, which carries out multi-step tasks on the desktop with access to files and connected systems, and Claude Code for engineering teams. For always-on agents, Anthropic's Managed Agents platform runs agents in Anthropic's cloud with their own tools and memory. We run Kowalah's own delivery on it.
- ChatGPT Enterprise lets teams build and share workspace agents, which admins control and which are off by default. Codex, OpenAI's coding agent, has been sold as a separate seat type since April 2026.
For a CIO the harder question is governance, not capability: who can build an agent, which systems it can reach, and who owns it once it is live. Decide that before the first agent ships.
Pricing
Neither vendor publishes an Enterprise price. Both are agreed with sales, and the structures differ:
- Claude Enterprise is a seat price plus usage billed at API rates. Cost rises with use, so spend controls and usage reporting matter from day one. Claude Team, the self-serve plan, is listed at $20 per seat per month billed annually, or $25 billed monthly.
- ChatGPT Enterprise is a custom per-seat agreement with OpenAI.
Model the first year on expected active users rather than headcount, and ask each vendor for pilot pricing. Our guide to taking control of your Anthropic spend covers the levers.
How to choose
Answer these five questions and the choice becomes clear:
- Where must your data be stored and processed? If UK storage at rest for the everyday app is non-negotiable, that points to ChatGPT Enterprise today.
- Which work matters to the business? Long documents, analysis and careful writing favour Claude. Image and video generation favour ChatGPT.
- Who will build agents, and on what? If you plan to build on Anthropic's platform, Claude Enterprise keeps chat, Cowork, Code and agents under one agreement.
- How is your Microsoft 365 estate governed? Both platforms connect to it. Check each connector's permissions against your Microsoft Graph policies.
- What does success look like in 12 months? Define the business outcome first. The platform is a means to it.
Run a four-week pilot with real work from two or three functions before you sign for the whole organisation.
The decision that matters more
Choosing the platform is the easy part. The value gap opens after signing, when agents go live and people carry on working the old way. Whichever you choose, run the rollout as a programme: a first use case with a measurable outcome, governance the board can see, and change enablement so the tools get used.
